Retired Colonel Percy Moore, USMC is the founder of TMSV. Percy has 33 years of global, strategic government experience spanning operations, intelligence, information and cyber operations, and crisis management. He is a proven global leader with a track record of producing superior results no matter how challenging the situation. His successful military career resulted in a vast global network of cleared and uncleared personnel that he leverages to support TMSV business activities. Percy has a BA in Mgmt from Goucher College and a MBA in Venture Mgmt, Finance and Marketing from the University of San Diego. Percy is actively involved in the community and he is a member of Goucher College Board of Trustees, Loyola Blakefield High School Board of Trustees, a featured speaker on leadership, and serves as a youth football and basketball coach and mentor. Percy's passion is developing our youth to excel.
WAYNE GIOIOSO, JR.
Wayne R. Gioioso, Jr. is one of the founding members of Thomas & Moore Strategic Ventures, LLC. In 1987 he founded Mid-Atlantic Properties, Inc., (“MIDAP”) and currently serves as MIDAP’s President. Wayne’s wide range of business experience in commercial real estate brokerage, management, leasing, acquisitions, construction and development, along with his strong network in the IT space are invaluable to the growth of TMSV. Wayne’s energy and passion for growing successful business along with his entrepreneurial spirit are the cornerstone of the company’s success. During the course of his 34-year real estate career, Wayne has earned a number of awards and honors including Baltimore Business Journal’s “Top 40 Under 40” and was a finalist for Ernst & Young’s “Real Estate Entrepreneur of the Year”. Wayne is actively involved in the community and is a board member of: Cristo Rey Jesuit High School, Loyola Blakefield High School, Johns Hopkins -External Affairs, Maryland State Fairgrounds, Baltimore County Economic Development Commission, the Towson Urban Partnership, and Loyola University - Board of Sponsors.
Alex Stern serves as Thomas & Moore Strategic Ventures' General Counsel. In this role, Alex oversees and coordinates all legal aspects of TMSV and assists the rest of the team with business development, marketing, human resources, technology, and finance. Alex also assists and advises the President with all strategic initiatives for the company. Alex graduated from Brown University with a degree in economics. After graduation, he spent a year as an English teacher in Thailand. Upon return to the states, Alex worked on the legislative staff of United States Senator Barbara A. Mikulski (D-Md.) in Washington, D.C. Alex then graduated cum laude from the University of Maryland School of Law where he served as an editor of the Maryland Law Review. Following law school, Alex worked at Arent Fox LLP in Washington, D.C. in the real estate practice group, where he gained experience in commercial real estate financing, leasing, and acquisitions.
Chief Financial Officer
Sue Mistretta joined Thomas & Moore Strategic Ventures with over 20 years of accounting experience. She began her career with Arthur Andersen then moved to various accounting roles. Her extensive experience serves her well in her role as TMSV’s CFO, in which she oversees all financial aspects of the company. Sue graduated from Le Moyne College in Syracuse, New York, with a Bachelor’s Degree in Accounting.
Maria DiPietro joined Thomas & Moore Strategic Ventures as the Controller with several years of accounting experience. As part of her role at the company, Maria oversees all accounts payable and accounts receivable. Maria also assists Sue Mistretta with all day-to-day accounting activities and coordinates administration activities across the TMSV’s entire portfolio. Maria is currently pursuing a Bachelor’s Degree in accounting at the University of Baltimore.
